The Minister of MOHIA, at the head of a delegation during his trip to Samangan province, met with the governor of the province, several administrative officials, scholars, and influential local figures.

The esteemed Sheikh al-Hadith, Dr.Noor Mohammad Saqib, Minister of MOHIA, during a meeting with the governor of Samangan, Mawlawi Mohammad Shuaib Rasalat, the head of MOHIA branch Mawlawi Abdul Ghiyas Khabir, several administrative officials, and a group of scholars emphasized the importance of providing better services and necessary facilities for citizens.
He described the role of imams, preachers, and esteemed scholars as essential for the strengthening and stability of the Islamic system and added that in the true religion of Islam, the position and responsibility of religious scholars are not limited to managing devotional matters; rather, alongside religious and devotional affairs, they also encompass the management and organization of political, administrative, social, and ethical matters. For this reason, the Islamic Emirate always strives to ensure that major national decisions are made with the consultation and guidance of scholars.
The Minister also stated that the secret to the victory of the Islamic Emirate against the occupiers lies in the leadership of esteemed scholars and their unparalleled sacrifices during the jihadist struggle. He added: "A system is on the right path when its governance, consultation, and leadership are in the hands of scholars; because they are the heirs of the prophets and the prophets (peace be upon them) managed both the religious and worldly affairs of people together."
He reminded that the caliphate on earth was entrusted to Prophet Adam (peace be upon him) based on knowledge, and Prophet Solomon (peace be upon him) was also a ruler over the entire world while being a prophet. He further added that the affairs of the Children of Israel were also led by prophets; as mentioned in a noble hadith: "The Children of Israel were governed by prophets." During the prophethood of Prophet Muhammad (peace be upon him), all religious and worldly affairs of Muslims were organized and led by him.
After him, the responsibility of caliphate and organizing worldly affairs based on knowledge was entrusted to them. Similarly, during the Umayyad, Abbasid, and Ottoman caliphates, the rulers were scholars; because scholars are specialists in Islamic sciences and they understand the Islamic system better. The Minister referenced the history of governance in Afghanistan and the role of scholars in uniting and bringing together the nation. He stated that when rulers other than scholars held power in the country, they did not prosper it but rather led it towards destruction and ruin. During that time, linguistic, ethnic, factional, and sectarian prejudices— which are essentially a form of idolatry from an Islamic perspective— were prevalent. The loyal, proud, and united nation of Afghanistan was divided and fragmented under various names. However, now that thanks to Allah, the Islamic Emirate governs all over Afghanistan and power is in the hands of scholars; all compatriots live together as one united nation without any form of prejudice, discrimination, or division.
He emphasized to officials that they and scholars should see themselves not as leaders of the nation but as servants of the people; because the Islamic Emirate was established to serve the people. Following this, the Minister visited the Directorate of Guidance, Hajj, and Religious Affairs in Aybak city to assess the situation of procedures and services provided by relevant officials. He offered necessary guidance and recommendations for further improvement of work processes and better organization of affairs. In addition to these meetings, the esteemed Minister also met with the district chief of Khulm in Samangan as well as a group of imams, esteemed scholars, and local elders from that district. He praised their unity and cooperation and stressed the need to strengthen unity and solidarity among them.
